The town of Dover, Tennessee, is governed by a mayor, vice-mayor, and four aldermen. The Dover City Council meets the second Monday of each month at 6:00 p.m. at the Dover City Hall.

The town of Dover has a budget of about $2 million annually, which includes the services of water, sewer, police, fire, garbage pickup, and limb removal. The city has six full-time police officers.

The Dover Fire Department has four engines and 24 volunteer fire fighters. The insurance rating for the City of Dover is 5. The property tax is 1.20 per $100 assessment in Dover.
